Why do earths to and from gas meter and to Rayburn glow when tested with a volt stick? It meant that my gas meter could not be renewed. What work needs to be carried out so that the meter can be changed?

I am guessing you have an old fuse board, without RCD's if nothing is tripping. It is possibly a neutral to earth short in a circuit cable in this case.

Hi Beverley, Volt sticks will only glow if there is live current flowing. From what you are saying it sounds like the gas pipe could be live. You should get no voltage flowing down that cable. The idea of bonding these cables to earth is in the event they do become live your electric should trip saving you from getting a possible electric shock You need to get an electrician out ASAP to look into this as a matter of urgency.
