High voltage of about 30 volts between the neutral and earth why?

Hi As Chris states N-E voltage should be zero. Get an electrician to investigate for you as soon as possible

A high resistance connection can occur in a circuit anywhere a cable or wire is joined. This will usually be at an accessory such as a socket-outlet, switch, light fitting, or junction box. Please get an electrician to sort out the problem as soon as possible.

Either neutral and earth are not connected properly. In most systems they are connected together at some point in the system, so difference should be zero. Needs investigation.
