Disaster electrician

I had an electrician from this site who has taken my money and left me with a fuse box like spaghetti junction, half of the sockets not connected, live sockets hanging off the wall and more. Where do I go from here as no one wants to touch it ?? Also who are the people I would report him so so he doesn't do this to someone else
