Leads I could not quote

I have two or three lead I bought and I couldn’t quote and it is saying reached the limit. The is the only reason I do not like rated people they put limits and it’s just going to push the trades man away but we spending money for nothing I really need help getting the money I spend on leads back if that is okay ?
