Manrose Quiet Fan has stopped functioning correctly.

It sounds like it’s trying to turn itself on but spins once then tries switching itself on again and just keeps going round in a loop. After about 30 seconds in sometimes comes on properly, but not always. I wonder if the6 have a starter motor which is failing. Any help would be appreciated
