Bedroom light won't come; wiring, pendant and bulb all good.

I have 145v across red and black wires to a ceiling rose and 250v across red and earth (same cable - have removed switch wire from equation) . The pendant lamp does not come on. Any ideas why not? Pendant and bulb all working btw
