How can I be sure I am using a certified efectrician ?

I got quotes from electricians to replace an old fuse box and get a EICR. It is fir a rented flat. How can I be sure the contactor is a certified electrician? Will the EICR be sufficient to cover me in case of problems? Is there anything else I should ask to cover myself? Thanks
