Uneven floor - chip board

Many of the rooms in my flat have uneven floors. Built in 1985, there there is chipboard under either carpet and laminate. I'd appreciate some advice on what steps I need to take to best evaluate and resolve it. I want to lay new carpet in the hall and living room - the two spaces where the problem is most pronounced.
