Sound proof flooring

I am making a flat above a shop, as the shop is directly under the shop. i need to make it sound proof according to building regs,before teneant can movein. Any advice what materials i could use, from the floor boards. thanks

you need acoustic underlay, and a recommended decibel reading from building regs, although they are hesitant to recommend a reading encase its insufficient.
