Leak nightmare

The flat I recently bought has a history of flooding from the flat ABOVE. I was assured this had been rectified but had a minor flood at week end. Is there any way the floor upstairs can be sealed to prevent water damage to my flat? I am at my wits end, having spent every last penny refurbishing my flat.
