Floor sanding

Floor sanded, resin filled, stained, varnished (water based) is still rough to the touch looks like grain is raised and or filler is on surface of wood. What can I do to fix it as the tradesman did this last week so worried about just sanding and applying wb varnish myself in case it lifts.. do we need to have the whole thing done again??
