Always use adhesive recommended by the tile manufacturer. As for laying over a painted floor I wouldn't ordinarily advise it, the paint would need to be very well adhered and scrupulously clean and grease free to ensure a good bond. I would recommend scraping the floor over, bonding with PVA and laying a levelling compound.
