Improving a rough Concrete floor

I have a rough concrete floor in a ground floor studio flat, I would like to either insulate it or install a wet underfloor heating system that would have to connect to the electrical boiler if this is possible. I'd like to know if an underfloor heating system would be warmer and more economical than having a fan assisted storage heater? And if I purely insulated the floor and applied timber floor boards, would I need to screed, insulate, underlay then apply boards which may raise the floor height considerably? Essentially, do I need to jack hammer my floor out or what? Ceiling are currently 7'6" high. Thanks James
