Underfloor heating

A builder installed underfloor heating last week it is not warming up. He has Beeb putting temperature to 35.5 to heat up. Is this safe?

you need to confirm what type of floor it's been laid on either wood concrete or a cavity and that the correct type of insulation board was laid beneath the matting so that the heat travels upwards and not down
