Will basement damp and cold impact decorating the room above?

I have a basement, it is damp but not wet (no free-flowing water at all). In the future, I plan to tank/line the basement but it is not my priority right now. I want to start on the room above. My plan is to lay real hardwood flooring but my concern is if damp and cold comes through the floor from the basement below, it could effect the new flooring. What can I do to mitigate against this if it is a problem? Many Thanks Tony

You want to remove all moisture and tank the basement. The tanking requirements depend on how good or bad the water table is in your area, this will be the water pushing from the bottom up or through the wall. Alternatively , if there is not a correct damp course above the water or sweet marks will make there way down the wall. Try a dehumidifier to start and see if you can remove all moisture. (these are good will answer, anything stated is to be checked by myself or by a qualified and compitatnt engineer)
