Plywood instead chipboard

First floor bedrooms are getting new carpets. Subfloor is chipboard, joists every 40 cm. 18 mm chipboard (screwed down) is bending under my weight and creaking. Would replacing chipboard with 18mm plywood solve the bending issue?

18mm is the absolute minimum thickness for this job I would suggest 22mm or 25mm thick plywood.
