Musty smell and Damp feeling carpet at bottom of stairs

The prev owners put carpet down directly into concrete floor at the bottom of stairs. There is no window nor ventilation so I’ve been keeping the stairs door open. Over last 6 months I’ve noticed mouldy smell from carpet on the floor to touch feels damp slightly only on the area at the foot of stairs. Does it need damp sealing/membrane out there?
