Looking at electric mat underfloor heating in my new build

We are exploring the possibility of electric Mat underfloor heating in our new build in August- to be done under porcelain tiles.
The area is kitchen and hallway approx 17 m2
- are there tradesmen who would fit the heating and flooring (we would purchase the materials and heating first)
And which electric systems are recommended.
What would be the approx fitting costs?
