Soil should be raked and levelled prior to laying turf. Some soils are difficult to work in particular heavy clay(almost impossible) so best be realistic.Even clay soil can be treated or covered with a more friable top soil so a better finish can be obtained, at a cost of course. If turf laid is really uneven and it is a matter of degree then maybe the forgoing may be necessary The terrible weather experienced of late has made turf laying very difficult!
