Landscaper did a really bad job with my driveway as I can tell 1 month

How do I go about getting a refund from a tradesman who claims he has left the country and not in the business anymore. I have asked him several times to redo the driveway after I can see after one month he has done an awful job. As the paving has come out and the gravel has not been set properly . He keeps returning with a tonne of excuses when all I want is my driveway to be fixed.
