Section of privet hedge dying (brown dry and brittle)

Can you offer any advice - or direct me to a local contact- on what seems to be a dying privet hedge. I would like to know whether the whole hedge has to be replaced or the dying section can be removed and replaced.
Photographs that show the extent of the problem can be provided if it would help.
