Fencing issue with neighbour

We’ve lived in our home for 15 years. Our neighbour has a gate at the side of their property attached to our back fence. We have never liked it, but we have put up with it while the old fence has been there. However when we have a new fence put up we don’t want his gate attached to it, as quite frankly it will only wear quicker. This is not his actual side gate to his garden. This gate is to the other side, an area where he has had a plug socket (external) to charge his caravan. Another issue really, as he’s not meant to store it here due to a restricted covenant. Anyway that isn’t the issue. The issue is the gate attached to my fence. He has only lived here for 4 years. Can I ask him once the new fence is fitted to not attach his gate ? As in legally is he allowed ? Many thanks
