Relay lawn, 40sq m2 quote & money up front

Is £2100 to relay a 40sq m lawn and remove a row of tree stumps a good quote/reasonable. Also they are asking for 30% upfront. Is this normal and what if I pay upfront and they don't turn up? What are my rights?
