I am thinking of installing an electric boiler. In the first instance do i need a plumber or an electrician? Anyone have any experience in this field?

Hi Kate it just depend what you have in mind meaning installin electric boiler;) if you are going to install UHWC you need a plumber with Unvented Hot Water Systems certification plus part p for electricity to connect immersion heaters.
