the important question to ask was the person who changed the diaphragm competent to do so because they should have checked wether the spindle was pushing out far enough and if so is the microswitch making contact if it is and there is the correct voltage through it then it would most likley a fault on the pcb. i would recomend that you post a job on rated people and find yourself an experienced engineer.
