Nobo Heater e4eu working intermittently (apparently!)

My tenant claims the above heater (with integrated timer) is not working but when I visited the property it worked absolutely fine, belting out heat. So it appears to either a) be working r b) working intermittently. Does this sound like something which could be repaired rather than replaced?
