TRV to be fitted on radiators

How will I know if the tradesmen I am consider hiring are qualified to fir the TRV to all appropriate radiators, and if one is to be left without (to give the heating somewhere to go) should this be the one in the kitchen (the room used most and the one in the same room as the boiler cupboard),or the small one in the hall which we propose to leave without anyway. There are also two heated toel rails in the bathrooms that are to left without
