Loft Water tank overflow

Hi, the water tank overflow from the loft is constantly dripping and water pressure from overflow increase when using other taps in the house. Plumber visited the house and reported the following: "I believe your boiler thermostat is faulty. What is happening is the heat is not being closed down at the designed temperature and the over heated water is expanding into the expansion tank and out through the overflow pipe. A new thermostat will close down the heat at the correct temperature and hence there won't be any excess expansion out through the overflow pipe. You should also consider a new programme". Appreciate your help and advise.
