Old Back boiler with hot water but no heating

I have a old Baxi back boiler central heating system with tanks in the loft and a non funtioning immersion tank. On the tank is a honeywell stat that I think activates both water and radiators. the stat on the boiler is set to 1 (max of 5) and Honeywell is set to 65 degrees. The copper immersion tank is really hot preventing the hollywell fro switching the pump on for the heating of the radiators. If i raise the honeywell stat the pump will kick in and the radiators will begin to warm up but it doesn't last until the tank overheats again. Am I right in thinking that there might be an issue with the stat in the actual back boiler? I really don't understand the system well but all other components seem to be working correctly, I just can't get any heat to the radiators to warm the house up. Any help would be appreciated.
