Reverse flow issue (radiators constantly hot)

Hi I seem to have an issue where my radiators are constantly hot... despite the heating thermostat is switched off, but my radiators are still getting warm/hot. British gas have replaced the three zone valve twice and they said this is not the cause of the issue. It is either a reverse flow issue or a stop valve missing somewhere. I need an experienced person to come and investigate the actual cause of this and do the needful work.
