Downstairs radiators not working

I have a new boiler but this week my hot water tank stopped working. The plumber has advised that my boiler needs to be on in order for the hot water to work. But since than the downstairs radiators stopped working and the tank is overheating. I have turned the pump up to the highest setting but the radiators are still cold. Would anyone be able to advise please?
