I would like help to know how to turn on my radiator

I have a single radiator in my hallway that is not coming on. It has two valves. I believe both valves are closed as the have been turned fully clockwise. All my other radiators are heating up and I would like to turn this one on. I just moved into the house and I am not sure but it looks like a Stelrad Maybe upto 8-10 years old
