Hot water too hot

The hot water in my flat is scalding hot but there is no way of turning down the temperature. It is just on or off. Will this affect my bill?

As ben said depends on system If you have hot water tank there will be a thermostat on tank this should have a dial or a screw slot to adjust temperature. If you have a combi and there is no hot water adjustment the internal sensor is faulty and you need a gas safe registered engineer to fix.
