Turning of water supply to the house in winter?

We had a flood in the house 2 years ago whilst away, because the ball valve in the main water tank in the attic seized up. To avoid a possible recurrence whilst away in January is it safe to turn the water supply to the house off, but leave the central heating system on a frost setting, to avoid he danger of pipes freezing. Our central heating system requires us to occasionally top up water by connecting to a supply in the garage, next to the boiler.
