Completing kitchen project

I was quoted and agreed a price and time scale for my kitchen to be completed. The time scale has come and gone and the kitchen is far from complete and no definite time has been given for it to be finished. The kitchen is not usable, ie electrics not completed, cupboard doors not fitted, flooring incomplete etc. The workman has requested payment for the work completed so far. How do I proceed?

It would depend on what agreed at the start of the job and what would seem reasonable If the kitchen has taken longer than 15 days from the start date and no part stage payments were agreed at the start then I would be reluctant to pay any monies until job finished
