Loft conversion requires the house to be rewired?

Looking to purchase a 1930’s property, however building survery has advised that if we do any renovation work the house has to be rewired, new heating and new boiler will need to be installed. Can a L/C be done without doing any of this? we wanted to wait until the spring before we did the reqiring, heating boiler etc...
