You don't need permission but from the council,but need put plans to Buildings Regs in the council. is this a house or a bungalow,if its a house the regulations are much more stringent given that you are making a three story dwelling.Get advice from an architect you say you dont want anything dramatic but fire safety will be a major factor in the cost of the conversion,if its a house or a bungalow with no dorma you are still looking at around 15 to 20 thousand if anyone comes in cheeper check they ahve sought the necessary approvals as any conversion will need to be signed off by building control or you waont be able to class the room as habitable for re sale regards Dave Price R.E.W.Services
