Hi Chris, You will almost certainly require Building Regs, I always recommend clients to write a letter to their local Building Control office outlining what they plan to do and asking their advice re Planning Permission/Building regs. If their reply says you do not need either you should put that letter with your deeds so you can cover yourself if/when you decide to sell. If you want to put in any windows you will probably need Planning Permission as well. If you want to use a loft specialist you can but I would say that any decent carpenter or general builder should be perfectly capable of doing this for you.
