Clearing out loft debris before insulating

Hi, I've just been up to the loft and cleared out a whole lot of junk left by previous tenants and owner. The loft has a lot of debris, my question is do I need to sweep or clear the debris (of course large pieces will need to be thrown out) before placing the insulation. Also I have recessed downlights hanging down from the loft space to the bathroom ceiling below, I'm assuming these may need to be covered with covers or not be covered up by insulation.
