Roof Terrace in Hammersmith

I have a decked flat roof in Hammersmith with double doors leading out onto it. There are no railings as a previous planning application was rejected. It is therefore very unsafe. Can anyone recommend engineers/architects with experience in this area to make a successful planning application and do the work to make it a safe roof terrace?
