Dormer Conversion

I'm looking to do a dormer loft conversion but to keep costs down I would like to get a shell conversion. I live in a conservation area so planning permission is likely to be needed. The house is a 3 bedroom end terrace and there is approximately 2.24m between top of ceiling joist and bottom of ridge board. So the questions I have are:- Is the 2.24m height sufficient for conversion or would ceiling need to be lowered? What would be a realistic budget for a shell dormer conversion? What sort of timescale would it be? Is it more cost effective to get plans and calculations done and then find somebody to do work or use a company that does all parts. Any tips and advice appreciated. Thanks Jason
