When do I decide if wrought iron railings need replacing?

Renovating wrought iron railings. At some stage the iron rails become almost rusted through in places. Can they be repaired prior to painting or do they need to be replaced ? The rails go up next to four or five steps to a small square landing in front of the house door and extend around two sides of the landing.
