Refurbishing an outdoor metal fireescape

I have sanded the metal ralings down to steel. 1.Can you tell me which primer is best and how many primer coats to apply? 2. Is it ok to apply primer on the remaining "difficult to get to" black paint? 3. Which black paint is the best to apply on the railings?
