Re-rendering materials question for base of window bay at front house

I am in the process of getting quotes for the re-rendering of the base of a bay window to the front of our house. There is a crack running almost all the way across and the rendering and has partly blown too. A few areas has exposed the bricks behjnd. The area that requires work is about 40cm tall and 4-5metres wide. The work required starts above ground but then goes under ground level. What materials should a renderer use? I have been told cement, sand and lime, or cement and sand, and the last one said he would pre treat bricks with a black paint or solution to prevent water penetration then cement mixed with a mixture of 3 materials. Can remember term or bame if product. But he flatly said no to lime. So i'm a bit at a loss! Any help or advuse that can be offered would be greatly appreciated please. I am worried because i read a specialist renderer and brick specialist blog who said that many renderers use the wrong materials and the wong ones can absorb water and cause damage etc. Have pictures. I believe what was used before which has lasted forever until recently was cement and sand but am unsure. Please advise.
