Are trademen obliged to clean up wet mess they create?

Are tradesmen obliged to clean up wet mess they create with an absorbent powder or something, or to make provision for example with a soak up bag to comply with HSE advice or directives?, Do the tradesmen you recommend do this? I had a British Gas engineer fix my combination boiler and he put an incontinence pad in above the electrics to stop them from getting wet, when he too it out water leaked on my floor. Are the people you recommend better or am I expecting toomuch?

It is for their previous customers to `rate `them on their personal experience.
