Complaint against a tradesman

Can you please tell me how I make a complaint against a plumber we used. Did work and had an issue that needs attention. Took my first call and then ignores my called and emails for his request to reply and visit the property. He seems to have took advantage of my mum who over paid and is now left with a serious issue
