Repeated water thudding

Problem started September 2020. Council property. Constant thudding on cold water pipes at random intervals, particularly through the night. Heating is off (combi) and no water running. By constant I mean every 8 to 10 seconds. Severn Trent water said my house is too far away from water valve so must be internal issue. ( they gave the impression that a new valve had been fitted last year approximately 2/300 metres from my house). I live at bottom of a hill & as far as I’m aware am the last house in that water supply branch. Council have replaced dripping tap & fitted new stop cock (and supposedly an arrester on stop cock - council plumber today couldn’t actually see arrester but may be behind a unit). The job was booked for an arrester to be fitted on toilet but his job sheet just said “water thudding” and consequently he hadn’t got one (or presumably been allocated time to fit one) Turning all water supply off doesn’t stop the thuds but reduces sound. I requested a water pressure test on Monday but have to allow 7 days for an email. Council worker attending today phoned his supervisor for advice, the reply was “ it’s the neighbours”. I don’t accept this as the thudding can and does continue until 3 or 4 am, causing lack of sleep and consequently frustration and temper flares, by which time we resort to turning water off. I was told to wait for email from Water Board. He admitted he had encountered this problem before but due to the way jobs are allocated didn’t know the solution. As I am reaching the stage of “what do I do next” I am asking if anyone has encountered this problem and can give any advice on a remedy.
