Swimming pool advice

We have been receiving quotes for an outdoor swimming pool in Berkshire. We need someone, 100% independent, who can give us advice on the quotes, and can also keep an eye on construction. We want to pay a fixed per hourly charge for this service and don't want there to be any conflicts
