Can you tile over tiles that have been painted or is it better to remove old tiles and start from scratch?

Always better to remove especially if the tiles are not floor to ceiling as you will get a thick lip where the tiles finish. If they are floor to ceiling and they are sound (i.e. no movement etc you can tile over but make sure you get the correct adhesive.

Hello Lin, if you are looking for cheap and cheerful job to sell your property you can do it but make sure the old tiles are rough on the surface to get the new tiles on them but if you looking for long term solution of having no problems, I would personally recommend you removing the entire tiles and placing new ones from scratch.
