Uneven floor under tiles causing grout crumbling

Hello, I have grout crumbling caused by uneven floor under an area of about 1m sq under our bathroom tiles & consequently it is vacuumed up when cleaning to leave just crumbles & gaps between tiles. I live in a rented apartment & when I originally asked the landlord to repair it, his handyman just re-grouted & the next day it just crumbled again. I have researched a little online & discovered it might be possible to re-grout with a mix of latex or polymer in the grouting? I wonder if this could be the cheapest solution, if I am to employ someone to sort this out. I imagine it would be a lot more expensive to fix the floor underneath....? Any advice would be appreciated!
